Finalized Aubrey ISD elementary school attendance boundaries for the 2020-2021 school year.
Aubrey ISD is experiencing strong enrollment growth. New housing is being built throughout the district. In order to meet the needs of the growth, Aubrey ISD citizens passed a $51,000,000 bond election to build a third elementary (Fuller Elementary), construct additions and renovate portions of Brockett and Monaco Elementary Schools, construct additions at Aubrey Middle School, construct additions and renovations of the Aubrey ISD Agriculture Science Facility, and in the final phase to construct an auditorium and new band hall at Aubrey High School.
Fuller Elementary opened for students in August of 2020. The addition of the third elementary school will help the district accommodate the growth in student population. Fuller Elementary will serve as the district’s Pre-k campus and house students Pre-k through 5th grade. The opening of Fuller Elementary necessitates the adjustment of elementary school attendance boundaries for the district.
The below information contains Aubrey ISD’s focus when creating the finalized attendance boundaries and a map of the proposed boundaries beginning in the 2020-2021 school year.

How does Aubrey ISD determine attendance boundaries?
Anticipated growth requires both long and short-term planning and balanced responsible management of time, money and resources. The last time Aubrey ISD rezoned elementary boundaries was 12 years ago for the opening of James A. Monaco Elementary School in 2008.
The District contracts with Templeton Demographics to monitor growth in neighborhoods, new construction, and population trends. The following factors are evaluated when proposing attendance zones:
- Campus Capacity – Brockett Elementary was built in 1986. The building has a smaller capacity than Fuller Elementary due to the era in which the building was constructed and taking into consideration the additions completed in 2019. Monaco Elementary School was built and opened in 2008 and also has a capacity less than Fuller Elementary. Attendance zones are created in order to relieve enrollment pressure on Brockett and Monaco Elementary Schools in the short and long term. The goal is to allow resident students to attend their zoned school to the greatest extent possible.
- Stability – AISD looks at zones that can stay in place for the longest period of time and minimize disruption to the least number of students possible.
- Effective utilization of space – AISD strives to have all schools that offer well-rounded programs and opportunities, while maintaining room for growth. At the same time we do not want to leave other schools overcrowded or underutilized for an extended period of time.
- Proximity – AISD seeks to educate students in schools as close to their homes as possible while taking into consideration the community infrastructure for travel demands. The district looks at road infrastructure, traffic lights, and traffic patterns in order to set safe and efficient boundaries. In order to effectively and efficiently utilize space, more than one school can become a consideration for a neighborhood/area based on its location. However, during the boundary modification process, neighborhoods may be moved to existing schools or to campuses that are not the closest in proximity due to traffic, roads, etc.
- Community – AISD knows that schools are an integral part of creating connections and maintaining a sense of community. Leaders are sensitive to this important dynamic and are committed to providing equitable experiences throughout the District allowing for a smoother transition when change occurs. The curriculum is the same throughout the District, the programs are consistent, the schools share the same philosophy. In addition, when a new school opens, many of the staff are projected to be existing Aubrey ISD employees.

Finalized Administrative Considerations:
The following administrative policies and considerations have been finalized for the new attendance zones beginning with the 2020-2021 school year. These considerations were derived using the five priorities or tenants listed above.
- All new and existing out of district transfers, except current AISD employee children, in grades Pre-k through 5th grade will attend Fuller Elementary School beginning with the 2020-21 school year. Parents of out of district transfers will be notified by letter when they apply for a transfer for the 2020-2021 school year.
- Employee transfers into Brockett Elementary will be grandfathered as of the 2019-2020 school year. Beginning with the 2020-2021 school year, any new employees will not be able to transfer their children to Brockett Elementary (except for staff working at Brockett Elementary) until this policy is reviewed once enrollment at Fuller Elementary reaches a specific percentage of the capacity of the school. Monaco Elementary will remain open for employee children who are out of district transfers.
- Students can opt to attend Fuller Elementary School, if space permits, by completing an intra-district transfer application. Approved students may remain at the campus through fifth grade if the student continues to meet the transfer rules and regulations. Additionally, students can opt to return to their zoned campus, if space is available. The deadline to apply for an intra-district transfer to Fuller Elementary will be June 1, 2020.
- Fifth grade students for the 2020-2021 school year that may have their attendance zones impacted by the new attendance map (including out of district transfers) will be “grandfathered” and can remain at his/her current (2019-2020) campus. Siblings of 2020-2021 5th graders will attend their zoned campus.
- Students who are “intra-district” transfers (transfer students who are residents of Aubrey ISD but attend an elementary school outside their residence zone due to space limitations at the time of their enrollment at their home campus) will be allowed to remain at the campus to which they transferred. If they would like to return to their home campus, they will be afforded that opportunity if space is available.
